The Town Council has set up working groups to tackle specific issues or projects. On this page you’ll find more information about each of the projects.

Improving town centre CCTV

For more than 30 years Westhoughton Town Council has funded CCTV in the town centre. Now the town council is looking to modernise the scheme and is considering newer technology and reviewing the locations of the cameras.

 Westhoughton Town Council has been working on improving the CCTV System in Westhoughton Town Centre for quite some time and liaising with Bolton Council to get this new system in place as soon as possible

Replacing public benches

We know that some of our public benches have fallen into disrepair, so we’re looking at improving the benches so that they can continue to be enjoyed by residents.

 Westhoughton Town Council has paid for new benches over the last 18 months due to financial restrictions at Bolton Council, they have paid for one in Central Park and one outside The Winifred Kettle Building as well as replacement benches on Wearish Lane and Church Street where the existing benches had fallen into disrepair.  Westhoughton Town  Council will be looking to replace or help maintain benches in the future within their budget allowances.

Improving town council communications

A new website was launched in August 2023, improvements are continuously being made to it and information kept up to date where possible.  In the last 18 months we have added pages relating to past Civic Award Winners, Information on the current MP, Policies and Other Documents, Your Community Local Groups Page, Defibrillator Information, Useful Contact Information and Neighbourhood and Policing information.

In the near future we hope to add a Youth Council page as well as a Equality Inclusion and Diversity page.

The website also provides a news page and important information is put on this page as well as information relating to Mayor’s visits.  This information is also uploaded to the Westhoughton Town Council’s Facebook page.

Reviewing defibrillators

A new page has been set up that details information on defibrillators including a map of known locations and a link to map of live locations.  Westhoughton Town Council have also organized free training in 2024 and 2025 for residents to learn about using the defibrillators.  It is hoped to continue the provision of training sessions in the future.

Westhoughton Town Council has provided thousands of bulbs that have been planted in green spaces around Westhoughton.  It has been encouraging that local schools and other local organisations have been keen to get involved with this and other projects.

In December 2024 Westhoughton Town Council paid for brand new lights along Market Street and some of the side streets.  This included a Merry Christmas sign at each end of Market Street and motif’s on lampposts.  The Festoon lights are being put on timers so that they can be on all year round in the evening time to give a bit of ambience on the street.

In 2025 the Council set up a Youth Council and have already held 1 meeting with representatives from local primary schools.  This will continue in the new academic year with the Youth Council meeting on a regular basis to discuss any activities they would like to see happen in the town.  It is hoped that the local High School will also be involved in the future.  The Youth Council meetings are held in the same way as Council meetings so that they can experience how Council’s operate.

Westhoughton Town Council joined The Great British Spring Clean in 2024, collecting an amazing 100 bags of rubbish over several sessions.  In 2025 4 more sessions were held across the town with over 20 residents and Councillors coming together and 125 bags being collected.

2024 Saw the first Christmas Event put on by Westhoughton Town Council, consisting of a Santa’s Grotto in the upper library along with Community Stalls, entertainment in the Carnegie, Wingates Band in various places on the Market Street, and a Guess the Word Competition.  The event ended with the Christmas Tree Light Switch on and the annual Carol Service in Ditchfield Gardens.  In 2025 the newly formed Christmas Committee consisting of Councillors and representatives from local businesses has been meeting on a monthly basis to arrange a Christmas Event for 2025.  Watch this space!

The planters in the Town currently filled and watered by Bolton Council will be having a change in the coming year.  Westhoughton Town Council will still pay for the Flowers, but the local primary schools and Scout group will plant and maintain them.  Bolton Council will still water them.  The team have been busy so far this year organizing which group will be looking after each planter, and preparations are already being made with a local nursery for the ordering of the flowers in readiness for next year.  Look out on each plant for the name of the group looking after it.
